Chief Executive of the World Tourism Organization

Mr. Manuel Butler Halter joined the WTO in june 2018 as Executive Manager.

Over 25 years, Mr. Butler (Spain) has participated in the highest leveles promoting tourism in Spain. He took over as General Director of the Spanish Tourism Institute (Turespaña) from 2016 to 2018 and from 2012 to 2013. From 2014 to 2016 and from 2007 to 2011, he acted as counselor for the Spanish Embassy in Germany, and from 1999 to 2004, in the Spanish Embassy in London (United Kingdom). He was Head of the Spanish Tourism Office in Miami (U.S.A.) from 1995 to 1999, and in Frankfurt (Germany) from 1991 to 1994. Among other responsibilites, he has worked in the central offices of Turespaña in Madrid. Moreover, he has been external consultant for the WTO and for the Board of Directors for the Hotel Technological Institute (HTI), Spanish AENA Airports and Aldeasa (currently World Duty Free), all with headquarters in Madrid.

Mr. Butler is PhD Naval Engineer by the Polytechnic University of Madrid. He has also studied postgraduate courses on Senior Management (by the IESE Business School of the Navarre University, Spain) and in Corporate Finance (London Business School, UK).
